Enseignement et Formation Techniques et Professionnels de qualité au Burundi : Etat des lieux, Enjeux, Perspectives

Abstract

This thesis, entitled “Quality Technical and Vocational Education and Training (TVET) in Burundi: Current Situation, Challenges, and Prospects” aimed to analyze the implementation of Burundi’s commitments toward achieving the Sustainable Development Goals (SDGs) related to quality Technical and Vocational Education and Training (TVET) by 2030. More specifically, the study sought to assess the quality of TVET in Burundi through an examination of the organization and functioning of Post-Basic Technical Education Institutions (TEIs) and Vocational Training Centers (VTCs) offering programs in Agro-Food Industry Technologies (AFIT), in light of the SDGs. Using both survey questionnaires and data obtained through document analysis, the findings reveal several challenges affecting education and training in the AFIT field. These include, among others, a lack of adequate materials and equipment necessary to provide young people and adults with the knowledge, skills, and competencies required for work and daily life; the recruitment of personnel without sufficient consideration of professional experience; a shortage of information technology tools that would enable teachers/trainers and students/learners to access learning resources remotely; insufficient public-private partnerships; weak or inadequate cooperation links with comparable international institutions; the lack of effective implementation of a credit transfer and progression system across different TVET training structures. Consequently, the study recommends that all stakeholders fully assume their respective responsibilities. For example, the government is urged to establish and equip boarding Technical Education Institutions and Vocational Training Centers offering AFIT programs, and to provide them with sufficient human, material, and financial resources in both quality and quantity. The government is also encouraged to promote research and innovation related to AFIT in ways that align with global developments. Development partners, for their part, are encouraged to create a support network by investing in partnerships between Burundian Technical Education Institutions and Vocational Training Centers offering AFIT programs and similar institutions in other countries, as well as by facilitating exchange visits and the sharing of experiences.
