Abstract
The study emphasizes the legal imperative to strengthen legislative reforms to address gaps in natural disaster management. It advocates for the adoption of a specific overarching legislation that would establish a clear national framework, including the creation of a public compensation fund and the implementation of a mandatory insurance scheme for at-risk populations.
The reinforcement of judicial mechanisms for recourse is also crucial to ensure access to justice. Moreover, the study underscores the importance of inclusive governance, proactive communication, and enhanced awareness among populations to boost resilience against disasters, in line with international obligations and fundamental rights protection in the context of climate change.
